Online Building Plan Approval Service

Overview

To streamline the processes, reduce efforts and time for processing Building Plan Approval and adhere to the guidelines of EODB and comply with the SLA defined, the Department of Housing & Urban Development, eGovernments Foundation has introduced the online Building Plan Approval System (DIGIT-BPA). The application covers the Common Application Form (CAF) and allows easy online submission, verification and approval from all concerned agencies through a single application form. As an online system, the DIGIT-DCR can be accessed at any time anywhere. The key highlight of the system is the Auto Scrutiny in Open Source Formatted File System with Open Source Tools which totally eliminates the costly licensing requirements of a CAD Tool for the citizen, Registered Engineers as well as Planning Department Officials.

The complete building plan approval management system is a web-based system where registered ‘Architects/Structural engineers/Surveyors’ submits the plans and basic proposal information over the internet. Automatic reading of CAD-based drawings, web Technologies, seamless workflows, Management Information Systems and Decision Support Systems, Business Intelligence, Document Management Systems, Handheld devices are some of the trending technologies that are envisioned in the implementation of DIGIT-BPA to make a marked difference in the functioning of Building Plan Approval departments. It provides access to all authorized stakeholders including department staff, Architects/Consultants, Building owners and Senior Management team based on their role entitlement. Being an online system, DIGIT BPA is available anywhere, any place and on any device to the various stakeholders mentioned above. The intuitiveness of the DIGIT-BPA system becomes apparent where even a layperson is able to easily track the status of their submission.

Actors

Citizen

Citizens who want to build a house should get the building plan approved by the concerned authorities before starting the construction.

Stakeholders

Architects/engineers/surveyors are commonly called the STAKEHOLDERS in the system. Architects are registered business users who are entitled to submit the plans to the concerned authorities on behalf of the citizen.

Clerk

The Clerk is an employee in ULB whose job is to first level scrutiny of any application that is reaching ULB. He/She verifies the application checks for correctness and has the authority to ask for more information or forward to the next officer in the hierarchy or reject citing the reasons for rejection.

Town Planning Overseer

TPO is responsible for inspecting the site where the construction is supposed to happen. Validate the plan diagram and verify the by-laws. He / She has the authority to ask the applicant to make some modifications to comply with the rules or forward to the next officer in the hierarchy or reject citing the reasons for rejection.

Superintendent

Superintendent is responsible for checking the no-objection certificate that is needed to construct the building in the given geographical area. He /She can issue a license or reject the applications citing the reasons for rejection.

Executive Engineer

The Executive engineer is responsible for issuing the permit considering the recommendation of the Superintendent, TPO and the clerk. He/She can issue a permit or reject the applications citing the reasons for rejection.
